Of those, 11,877 were return decisions, and 14,650 were deportation orders.<\/span><\/p><p><span style=\"font-weight: 400;\">As confirmed every year by official figures, <\/span><b>the Hellenic Police systematically circumvents EU law through a blanket practice of deportation orders against newly arrived people who seek asylum and thereby have a right to remain on the territory.<\/b><span style=\"font-weight: 400;\"> By way of illustration, the main countries of origin of people facing deportation proceedings in derogation from the Return Directive were by far Afghanistan, Syria, Somalia and Sudan. The majority of nationals of these countries are granted refugee status in Greece.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3b62bb2 elementor-widget elementor-widget-html\" data-id=\"3b62bb2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/28309831\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/28309831\/thumbnail\" width=\"100%\" alt=\"visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d72d58b elementor-widget elementor-widget-text-editor\" data-id=\"d72d58b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Throughout the past year, Greece carried out a total of 5,736 returns and deportations. This represents a decrease from 5,865 in 2024 and 6,340 in 2023.<\/b><\/p><p><span style=\"font-weight: 400;\">Of the 5,736 returns and deportations conducted in 2025, 2,464 were <\/span><b>forced removals<\/b><span style=\"font-weight: 400;\">, 1,240 were voluntary departures within a set deadline following a return decision, and 2,032 were <\/span><b>voluntary returns<\/b><span style=\"font-weight: 400;\"> assisted by the International Organisation for Migration (IOM).<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4775cb3 elementor-widget elementor-widget-html\" data-id=\"4775cb3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/28309913\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/28309913\/thumbnail\" width=\"100%\" alt=\"visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-bd607aa elementor-widget elementor-widget-text-editor\" data-id=\"bd607aa\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Almost two out of three returns and deportations carried out in 2025 concern nationals of <\/span><b>Albania <\/b><span style=\"font-weight: 400;\">(2,094) and <\/span><b>Georgia <\/b><span style=\"font-weight: 400;\">(1,544) alone. These nationalities are not reflected in the aforementioned statistics on arrivals via Evros and the Eastern and Central Mediterranean. Most returns were forced in the case of Albania, and most were voluntary returns implemented via IOM in the case of Georgia.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3d89057 elementor-widget elementor-widget-heading\" data-id=\"3d89057\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Resort to immigration detention<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-34812d8 elementor-widget elementor-widget-text-editor\" data-id=\"34812d8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The Hellenic Police issued <\/span><b>25,497 detention orders<\/b><span style=\"font-weight: 400;\"> in 2025.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-28f8229 elementor-widget__width-initial elementor-widget-mobile__width-initial elementor-widget elementor-widget-text-editor\" data-id=\"28f8229\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>This year too, pre-removal detention in removal proceedings was imposed systematically and not as a last resort, as required by international, EU and domestic law.<\/b><span style=\"font-weight: 400;\"> In fact, detention is an almost automatic adjunct of deportation orders:<\/span><b> 99.2%<\/b><span style=\"font-weight: 400;\"> of deportation decisions were accompanied by a detention order, whereas <\/span><b>66.6%<\/b><span style=\"font-weight: 400;\"> of return decisions were coupled with detention.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-104d1a4 elementor-widget elementor-widget-text-editor\" data-id=\"104d1a4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The main <\/span><b>nationalities of people subject to immigration detention<\/b><span style=\"font-weight: 400;\"> in 2025 were Afghanistan, Egypt, Syria and Sudan.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2a10afb elementor-widget elementor-widget-html\" data-id=\"2a10afb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/28309956\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/28309956\/thumbnail\" width=\"100%\" alt=\"visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4c626f6 elementor-widget elementor-widget-text-editor\" data-id=\"4c626f6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Pre-removal detention is conditioned upon the existence of a reasonable prospect of removal from Greece, among other requirements. Yet,<\/span><b> pre-removal detention was imposed on people from countries such as Afghanistan or Sudan, without any prospect of removal either to their countries of origin or to T\u00fcrkiye<\/b><span style=\"font-weight: 400;\">. The Asylum Service maintains extremely high, near-100% recognition rates for these countries.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-680bd07 elementor-widget elementor-widget-heading\" data-id=\"680bd07\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Judicial review of detention<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9977bd0 elementor-widget elementor-widget-text-editor\" data-id=\"9977bd0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>3,878 objections against detention were lodged in 2025, corresponding to 15.2% of the total number of detention orders issued by the Hellenic Police &#8211; excluding RIS &#8220;freedom restriction&#8221; orders<\/b><span style=\"font-weight: 400;\">. Accordingly, less than one in five Hellenic Police detention orders were challenged in court. Here too, the aforementioned <\/span><b>obstacles to the accessibility of the administrative appeal <\/b><span style=\"font-weight: 400;\">against return and deportation decisions, coupled with the complete absence of free legal assistance, adversely affect the effectiveness of access to the objections remedy.<\/span><\/p><p><span style=\"font-weight: 400;\">The administrative courts granted <\/span><b>43.6%<\/b><span style=\"font-weight: 400;\"> of objections against detention examined on the merits in 2025.<\/span><\/p><p><span style=\"font-weight: 400;\">Serious disparities still persist between judicial review of detention in objections and ex officio judicial review of extensions of detention orders based on domestic asylum and return legislation, even though they relate to the very same provisions and are conducted by the same courts.<\/span><\/p><p><span style=\"font-weight: 400;\">Extreme discrepancies in the workings of available mechanisms of judicial review of detention are now a systematic phenomenon in Greece. <\/span><b>The administrative courts quashed more than two out of five detention orders challenged before them through objections, yet found less than 1% of orders they reviewed ex officio to be unlawful.<\/b><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-34db840 elementor-widget elementor-widget-html\" data-id=\"34db840\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/28310028\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/28310028\/thumbnail\" width=\"100%\" alt=\"visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-658d7f8 elementor-widget elementor-widget-text-editor\" data-id=\"658d7f8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">We highlight yet again the <\/span><b>pressing need for free legal assistance to people subject to immigration detention<\/b><span style=\"font-weight: 400;\"> and for an in-depth evaluation of the manifestly ineffective <\/span><i><span style=\"font-weight: 400;\">ex officio<\/span><\/i><span style=\"font-weight: 400;\"> review of detention by the courts.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9e9d351 elementor-widget elementor-widget-heading\" data-id=\"9e9d351\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Detention conditions<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1c04b8b elementor-widget elementor-widget-text-editor\" data-id=\"1c04b8b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>1,995<\/b><span style=\"font-weight: 400;\"> people were held in immigration detention at the end of 2025. Of those, 1,791 were detained in six pre-removal detention centres (PRDC) in mainland Greece and 204 were detained in police stations throughout the country. These numbers represent an increase compared to the number of people detained in PRDC and police stations at the end of 2024.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9ac0d24 elementor-widget elementor-widget-html\" data-id=\"9ac0d24\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/28310063\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/28310063\/thumbnail\" width=\"100%\" alt=\"visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0d59e96 elementor-widget elementor-widget-text-editor\" data-id=\"0d59e96\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Egypt <\/b><span style=\"font-weight: 400;\">(627) was the <\/span><b>main country of origin <\/b><span style=\"font-weight: 400;\">of people in detention at the end of 2025, mainly in Amygdaleza (306). The second main country of origin was <\/span><b>Afghanistan<\/b><span style=\"font-weight: 400;\">, whose nationals were predominantly held in Fylakio (243).
