These include primarily official announcements from the <\/span><a href=\"https:\/\/www.hcg.gr\/el\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Greek<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/en.sg.gov.tr\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Turkish<\/span><\/a><span style=\"font-weight: 400;\"> coast guards, as well as the <\/span><a href=\"https:\/\/www.unhcr.org\/gr\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">UNHCR<\/span><\/a><span style=\"font-weight: 400;\">, publications in Greek and international media, and posts from the organisations <\/span><a href=\"https:\/\/alarmphone.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Alarm Phone<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/aegeanboatreport.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Aegean Boat Report<\/span><\/a><span style=\"font-weight: 400;\">. We also cross-checked this data with that of the International Organization for Migration (IOM), specifically the <\/span><a href=\"https:\/\/missingmigrants.iom.int\/project\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Missing Migrants Project<\/span><\/a><span style=\"font-weight: 400;\">, which records incidents of deaths at borders or during migration processes.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-fc4431a e-con-full e-flex e-con e-parent\" data-id=\"fc4431a\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-6afb15f elementor-widget elementor-widget-html\" data-id=\"6afb15f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-table\" data-src=\"visualisation\/21843190\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/21843190\/thumbnail\" width=\"100%\" alt=\"table visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-8a0aa84 e-con-full e-flex e-con e-parent\" data-id=\"8a0aa84\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-591210b elementor-widget elementor-widget-text-editor\" data-id=\"591210b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Moreover, on the Turkish side of the Aegean, at least 42 deaths and 9 reported missing persons were recorded in 8 shipwreck incidents.<\/b><span style=\"font-weight: 400;\"> While these figures are not exhaustive, due to our limited access to data from Turkey, <\/span><b>it is estimated that a total of at least 171 people lost their lives or remain missing in the Aegean in 2024, across 35 refugee shipwrecks.<\/b><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-52711da e-con-full e-flex e-con e-parent\" data-id=\"52711da\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-e78588a elementor-hidden-mobile elementor-widget elementor-widget-html\" data-id=\"e78588a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-map\" data-src=\"visualisation\/21843358\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/21843358\/thumbnail\" width=\"100%\" alt=\"map visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-901ef35 elementor-hidden-desktop elementor-hidden-tablet elementor-widget elementor-widget-html\" data-id=\"901ef35\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-map\" data-src=\"visualisation\/21843260\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/21843260\/thumbnail\" width=\"100%\" alt=\"map visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-05774e3 e-con-full e-flex e-con e-parent\" data-id=\"05774e3\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-8271c6f elementor-widget elementor-widget-text-editor\" data-id=\"8271c6f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">We also note that we have also recorded <\/span><b>at least 19 bodies that have been recovered but remain unidentified, most likely linked to refugee shipwrecks,<\/b><span style=\"font-weight: 400;\"> and which are not included in the above number. These bodies are often in an advanced state of decomposition, making their identification and determination of the cause of death even more difficult.<\/span><\/p><p><b>Of the 27 shipwrecks involving deaths or missing persons recorded in Greece, 12 occurred in the Northern Aegean, 11 in the Southern Aegean, and 4 in Crete.<\/b><span style=\"font-weight: 400;\"> The accompanying map depicts the islands near which these shipwrecks were located. Notably, the majority of shipwrecks with fatalities or missing persons were recorded in the maritime areas of Samos (8), Rhodes (5) and Lesvos (3).<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-f2ab267 e-con-full e-flex e-con e-parent\" data-id=\"f2ab267\" using graphs and other data visualisations, for the entire year .According to this data, <\/span><b>the end of the year was the deadliest period, with 9 incidents in November and December alone, resulting in a tragic toll of 36 deaths and 41 reported missing persons.<\/b><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-0a1cc5b e-con-full e-flex e-con e-parent\" data-id=\"0a1cc5b\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-aa4d463 elementor-widget elementor-widget-html\" data-id=\"aa4d463\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div data-id=\"dc1abbc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Additionally, there are incidents with <\/span><b>public allegations of violence by the Greek Coast Guard during pursuits, including the ramming of refugee boats, which require independent and thorough investigation. <\/b><span style=\"font-weight: 400;\">A striking example is the <\/span><a href=\"https:\/\/refugees.gr\/el\/%CE%B4%CE%B5%CE%BB%CF%84%CE%B9%CE%BF-%CF%84%CF%85%CF%80%CE%BF%CF%85-%CE%BF%CF%8D%CF%84%CE%B5-%CE%B1%CF%84%CF%8D%CF%87%CE%B7%CE%BC%CE%B1-%CE%BF%CF%8D%CF%84%CE%B5-%CE%B4%CF%85%CF%83%CF%84%CF%8D%CF%87\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">recent shipwreck off the coast of Rhodes<\/span><\/a><span style=\"font-weight: 400;\"> on 20 December 2024, where, according to survivor testimonies, \u201ca vessel of the Hellenic Coast Guard violently rammed a boat carrying 27 people (&#8230;),\u201d resulting in the violent death of 8 individuals, three of whom were recovered dismembered.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-f4d3e4b e-flex e-con-boxed e-con e-parent\" data-id=\"f4d3e4b\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-0c25dd9 elementor-element-f9782fb elementor-widget elementor-widget-text-editor\" data-id=\"f9782fb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Refugee Support Aegean (RSA), with the support of PRO ASYL, has undertaken legal assistance in at least 7 new shipwreck cases involving deaths or missing persons in Lesvos, Chios, Farmakonisi, Kos, and Rhodes during 2024. <\/b><span style=\"font-weight: 400;\">The provided legal assistance includes processes related to information provision, communication with authorities, victim identification and burial processes, documentation of missing persons, asylum procedures for shipwreck survivors or\/and their families, ensuring appropriate reception conditions and psychosocial support, as well as accountability for human rights violations and criminal investigation of related cases.<\/span><\/p><p><span style=\"font-weight: 400;\">We observe that<\/span><b> large-scale shipwrecks have intensified. The absence of safe and legal pathways for people seeking asylum in the EU, combined with systematic deterrence practices at the EU&#8217;s external borders, in violation of fundamental legal principles, drives countless individuals to their deaths. <\/b><span style=\"font-weight: 400;\">A year and a half after the catastrophic shipwreck off <\/span><a href=\"https:\/\/rsaegean.org\/en\/tag\/pylos\/\"><span style=\"font-weight: 400;\">Pylos<\/span><\/a><span style=\"font-weight: 400;\">, where <\/span><a href=\"https:\/\/rsaegean.org\/en\/pylos-timeline-archive\/\"><span style=\"font-weight: 400;\">over 600 people lost their lives<\/span><\/a><span style=\"font-weight: 400;\">, shipwrecks and deaths at the borders remain an almost daily occurrence.<\/span><\/p><p><span style=\"font-weight: 400;\">At the same time, <\/span><b>the victims of shipwrecks and their loved ones are deprived of their basic rights<\/b><span style=\"font-weight: 400;\">. It is often the case that those who perish at the borders are merely recorded as \u201cunknown persons.\u201d Essential protocols for the registration, search, and identification of the missing and deceased, as well as procedures for identification, burial, and informing and providing psychosocial support to their relatives &#8211; often survivors of the same shipwrecks &#8211; are absent or inadequately implemented.<\/span><\/p><p><b>A radical reform of European and Greek policies on asylum and migration is imperative.<\/b><span style=\"font-weight: 400;\"> These policies must prioritize the safeguarding of refugees\u2019 and migrants\u2019 fundamental rights, in stark contrast to the &#8220;normalisation&#8221; of deaths in refugee shipwrecks. The first and essential step is <\/span><b>ensuring safe and legal pathways<\/b><span style=\"font-weight: 400;\"> so that those seeking asylum can travel securely. Simultaneously, <\/span><b>the deceased, the missing, and their families are entitled to support and justice.
