These include 6,010 return decisions based on L 3907\/2011 transposing the Return Directive and 6,867 deportation decisions based on L 3386\/2005 in derogation from the Return Directive. Main countries of origin of people deported from Greece include two EU Member States: Bulgaria (59) and Romania (39).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-4185c6d e-flex e-con-boxed e-con e-parent\" data-id=\"4185c6d\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-7627e75 elementor-widget elementor-widget-heading\" data-id=\"7627e75\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Administrative appeal against the return or deportation order<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1441384 elementor-widget elementor-widget-text-editor\" data-id=\"1441384\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\">Deportation or return decisions issued by police authorities may be challenged by an administrative appeal before the Hellenic Police within a short deadline of five days.<\/p><p class=\"p1\">Statistics on administrative appeals against deportation or return orders still reflect systemic deficiencies in relation to access to this remedy. A large number were also filed with the Administrative Courts of Corinth (521), Piraeus (149) and Thessaloniki (139). 44% of objections against detention processed on the merits by the administrative courts in the first half of 2024 were granted:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8bd5d8c elementor-widget__width-initial elementor-widget-mobile__width-initial elementor-widget elementor-widget-html\" data-id=\"8bd5d8c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/19670596\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/19670596\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c4cca17 elementor-widget elementor-widget-text-editor\" data-id=\"c4cca17\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\">This year too was marked by sharp disparities between judicial review of detention in objections and <i>ex officio <\/i>judicial review of extensions of detention orders based on domestic asylum and return legislation, even though these concern the very same provisions and are carried out by the same courts.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-edcadb4 elementor-widget__width-initial elementor-widget-mobile__width-initial elementor-widget elementor-widget-html\" data-id=\"edcadb4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-table\" data-src=\"visualisation\/19670647\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/19670647\/thumbnail\" width=\"100%\" alt=\"table visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-532a48f elementor-widget elementor-widget-text-editor\" data-id=\"532a48f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\">The above data confirm manifest discrepancies in the workings of existing mechanisms for judicial review of the legality of detention. The administrative courts quashed 44% of detention orders brought before them through objections but found no more than 0.4% of orders they reviewed <i>ex officio<\/i> to be unlawful.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6bc713a elementor-widget__width-initial elementor-widget-mobile__width-initial elementor-widget elementor-widget-html\" data-id=\"6bc713a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/19670696\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/19670696\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-55fe10d elementor-widget elementor-widget-text-editor\" data-id=\"55fe10d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\">Official statistics demonstrate yet again the pressing need for provision of free legal assistance in line with EU law, with a view to ensuring fair and effective review of detention. Greek authorities, however, have yet to provide free legal assistance to persons held in immigration detention.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-3241ae2 e-flex e-con-boxed e-con e-parent\" data-id=\"3241ae2\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-6b1c9a5 elementor-widget elementor-widget-heading\" data-id=\"6b1c9a5\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Detention conditions<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a83e7a2 elementor-widget elementor-widget-text-editor\" data-id=\"a83e7a2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\">The number of people held in immigration detention at the end of June 2024 was 2,306 i.e. at similar levels to the end of 2023. Of those, 1,884 were held in six pre-removal detention centres and 422 in police stations throughout the territory:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b4aac0b elementor-widget__width-initial elementor-widget-mobile__width-initial elementor-widget elementor-widget-html\" data-id=\"b4aac0b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/19670734\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/19670734\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b3e88d5 elementor-widget elementor-widget-text-editor\" data-id=\"b3e88d5\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\">Egypt (816) was the main country of origin of persons in detention at the end of the first semester of 2024, mainly in Amygdaleza (257) and Paranesti (207). The second country of origin was Pakistan (607), whose nationals were held mainly in Corinth (297) and Amygdaleza (169).<\/p><p class=\"p1\">The Ministry of Citizen Protection reply to parliamentary questions did not provide data on Health Units SA (<i>\u0391\u03bd\u03ce\u03bd\u03c5\u03bc\u03b7 \u0395\u03c4\u03b1\u03b9\u03c1\u03af\u03b1 \u039c\u03bf\u03bd\u03ac\u03b4\u03c9\u03bd \u03a5\u03b3\u03b5\u03af\u03b1\u03c2<\/i>, AEMY) personnel operating in pre-removal detention centres, including health professionals, administrative staff and interpreters. These figures, however, have been supplied by the Greek authorities to the Council of Europe Committee of Ministers in the context of supervision of the execution of the <i>M.S.S. v. Belgium and Greece <\/i>ruling as follows:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-07ab8c0 elementor-widget__width-initial elementor-widget-mobile__width-initial elementor-widget elementor-widget-html\" data-id=\"07ab8c0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-table\" data-src=\"visualisation\/19670756\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img src=\"https:\/\/public.flourish.studio\/visualisation\/19670756\/thumbnail\" width=\"100%\" alt=\"table visualization\" \/><\/noscript><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c5ec0ee elementor-widget elementor-widget-text-editor\" data-id=\"c5ec0ee\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\">These figures still point to critical shortages in health care for people held in immigration detention.
