It disproportionately focuses on positive developments, without weighing them against the broader systemic issues and ongoing violations. This raises concerns about the Commission&#8217;s willingness to confront the depth of the crisis in a European Union member state, and uphold the rule of law and fundamental rights in Greece.<br \/><br \/>By glossing over critical issues in Greece facing the media and civil society, the European Commission\u2019s findings risk emboldening the Greek government&#8217;s crackdown on independent media and civil society, the groups said.<br \/><br \/>Greece consistently ranks last among European Union countries in the Reporters Without Borders <a href=\"https:\/\/rsf.org\/en\/index\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">World Press Freedom Index<\/span><\/a>. In February 2024, the European Parliament adopted a <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2024-0069_EN.html\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">resolution<\/span><\/a> <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20240202IPR17312\/parliament-concerned-about-very-serious-threats-to-eu-values-in-greece\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">expressing<\/span><\/a><span class=\"s1\">,<\/span> \u201cgrave concerns about very serious threats to democracy, the rule of law and fundamental rights\u201d in Greece.<br \/><br \/>While the Commission\u2019s Rule of Law report acknowledges issues with the independence and resources of the media regulator, the independence of public service media, access to information, the persistence of threats to journalists\u2019 safety, and the potential chilling effect of strategic lawsuits against public participation (SLAPPs) and harassment, including by politicians, it fails to grasp the <a href=\"https:\/\/www.mfrr.eu\/wp-content\/uploads\/2024\/01\/Mission-Report-Greece-2024-1.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">severity of the ongoing crisis<\/span><\/a>, the groups said.<br \/><br \/>The report highlights some positive developments and legislative changes such as decriminalizing the offense of simple defamation, however inadequately reflects chronic flaws with implementation of past reforms and deep-rooted systemic issues that continue to erode media freedom.<br \/><br \/>Journalists are intimidated and harassed by <a href=\"https:\/\/www.hrw.org\/news\/2022\/12\/08\/greece-problematic-surveillance-bill\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">invasive state surveillance<\/span><\/a>, including through the <a href=\"https:\/\/insidestory.gr\/article\/who-was-tracking-mobile-phone-journalist-thanasis-koukakis?token=ShEt2at9Yr\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">use of commercial spyware<\/span><\/a>, <a href=\"https:\/\/www.mfrr.eu\/greece-ahead-of-court-hearing-slapp-lawsuit-against-media-and-journalists-must-be-dropped\/\" target=\"_blank\" rel=\"noopener\">abusive legal actions<\/a>, and coordinated online smear campaigns, often instigated or amplified by pro-government actors. These tactics not only erode journalists&#8217; ability to work freely but also endanger their lives, safety, and the confidentiality of their sources.<br \/><br \/>This is compounded by this week\u2019s supreme court\u2019s prosecutor <a href=\"https:\/\/www.documentonews.gr\/article\/areios-pagos-ekleisan-tin-ereyna-gia-ypoklopes-xoris-na-exetasoyn-os-martyres-toys-dipla-parakoloythoymenoys-apo-eyp-predator\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">decision<\/span><\/a> <a href=\"https:\/\/apnews.com\/article\/greece-sanctions-spyware-intellexa-wiretaps-57ba1b0f8538d867ac1ffd7f13dce1e0\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">clearing<\/span><\/a> all Greek state agencies or any state official of responsibility for the use of Predator spyware against dozens of prominent individuals, including journalists, despite <a href=\"https:\/\/govwatch.gr\/en\/finds\/parakoloythiseis-politikon-dimosiografon-kai-epicheirimation-apo-predator-kai-eyp\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">documented<\/span><\/a> evidence of their involvement.<br \/><br \/><a href=\"https:\/\/www.saferworldforthetruth.com\/investigations\/impunity-in-europe-uninvestigated-murder-of-greek-journalist-sokratis-giolias\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">Impunity<\/span><\/a> for those who threaten and harass journalists exacerbates the hostile environment for journalists in Greece as concrete action plans or investigative protocols are not <a href=\"https:\/\/www.freepressunlimited.org\/sites\/default\/files\/documents\/Joint%2520submission%2520Rule%2520of%2520Law%2520report%2520Greece%25202024.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">implemented<\/span><\/a>. This week\u2019s acquittal of suspects in the 2021 killing of journalist Giorgos Karaivaz, leaving his death unsolved, further perpetuates the climate of impunity for crimes against journalists in Greece. <a href=\"https:\/\/ipi.media\/greece-new-report-examines-media-capture-in-eu-member-state\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">A lack of media pluralism<\/span><\/a>, including inappropriate <a href=\"https:\/\/govwatch.gr\/en\/finds\/public-service-broadcasting-placed-under-the-control-of-the-prime-minister\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">government control<\/span><\/a> over state media, and collusion between <a href=\"https:\/\/eu.boell.org\/en\/2021\/06\/07\/state-and-corporate-capture-media-threaten-quality-democracy-greece\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">media owners and political interests<\/span><\/a> lead to a pervasive climate of censorship and <a href=\"https:\/\/imeddforumreport.blob.core.windows.net\/main\/documents\/iMEdD_Survey_Journalists_Trust_in_Journalism_EN.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">self-censorship<\/span><\/a>, which further distorts the media landscape and undermines journalistic independence.<br \/><br \/>Civil society organizations and human rights defenders, particularly those working on migration issues, also face <a href=\"https:\/\/rsaegean.org\/en\/registry-of-ngos-working-with-refugees-and-migrants-in-greece-under-scrutiny\/\"><span class=\"s1\">significant obstacles<\/span><\/a><span class=\"s1\">,<\/span> and even <a href=\"https:\/\/www.hrw.org\/news\/2021\/07\/22\/greek-authorities-target-ngos-reporting-abuses-against-migrants\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">criminal charges<\/span><\/a><span class=\"s1\">,<\/span> for their work in Greece.
