As we highlight in the present text of Refugee Support Aegean and PRO ASYL, among other things, there are reports of significant lack of running water, serious shortages of basic goods, services and accommodation facilities, with hundreds of people being forced to sleep on the floor in communal areas.<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The state-of-the-art structure, which was inaugurated in September 2021 and is located in the location \u201cZervou\u201d, 9 km away from Vathi (the capital of the island), is currently overcrowded. According to\u00a0<a href=\"https:\/\/www.scribd.com\/document\/703738329\/NSP-Eastern-Aegean-04-02\" target=\"_blank\" rel=\"noopener\">official data\u00a0<\/a>on 4 February, 3769 people were living in the structure, which has a nominal capacity for 3,650. According to\u00a0<a href=\"https:\/\/data.unhcr.org\/en\/documents\/details\/106412\" target=\"_blank\" rel=\"noopener\">UNHCR data,<\/a>\u00a0at the end of January, out of the total registered population, the majority of the people came from Syria (34%), Afghanistan (26%) and Palestine (18%). Men are 57% of the population, women are 20%, while 23% among of the population are children.<\/p><p>\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-dc9e86b elementor-widget elementor-widget-html\" data-id=\"dc9e86b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/16702388\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-4e6dbf9 e-flex e-con-boxed e-con e-parent\" data-id=\"4e6dbf9\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-4a2c7a3 elementor-widget elementor-widget-text-editor\" data-id=\"4a2c7a3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Since this summer, arrivals have increased, while since December there has been a decrease in transfers to structures in the mainland and a significant lack of space. In addition, we recall that on 28 September the nominal capacity of the CCAC was\u00a0<a href=\"https:\/\/www.facebook.com\/rsaegean\/posts\/pfbid02jtRJCL9tbZjJn9NHXzKfZK1j4h7epiomu8uXvpDFuw2eCjGo1BQV7fJPAJf1m1tYl\" target=\"_blank\" rel=\"noopener\">increased<\/a>\u00a0by 79.36% overnight: from 2,040 to 3,659 people, without providing any clarification to date. Newly arrived refugees report to RSA that they are forced to sleep on the floor without mattresses in a room originally intended to serve as a restaurant. These are mainly people from Afghanistan and African countries. In September, the European Court of Human Rights (ECtHR)\u00a0<a href=\"https:\/\/www.humanrightslp.eu\/post\/interim-measures-granted-by-the-ecthr-for-a-woman-and-her-daughter-de-facto-detained-on-samos\" target=\"_blank\" rel=\"noopener\">granted interim measures<\/a>\u00a0in a case concerning accommodation at the Samos CCAC based on Rule 39 of the Rules of the Court related to protection from imminent danger or irreparable harm. The Court indicated to the government of Greece to ensure that the six-month-old baby with a heart condition be provided with medical treatment and that both the baby and its mother be provided with suitable accommodation. The conditions in which the residents sleep in these areas in the midst of low temperatures are shocking:\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-03cc054 elementor-widget__width-initial elementor-widget elementor-widget-text-editor\" data-id=\"03cc054\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>\u201cThey have given each person a blanket and you can either use it to sleep on or to cover yourself up. Some people even sleep on the tables in the restaurant,\u201d says Amir*, an asylum seeker who lives with his family in one of these places. \u201cThere are more than 100 people in the room. There are other rooms with a respective number of residents. The whole situation inside the structure affects our children\u2019s psychology. They often cannot enrol to school because there are no places in the schools on the island.\u201d<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7db0d65 elementor-widget elementor-widget-text-editor\" data-id=\"7db0d65\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>In November, refugees were even forced to sleep in makeshift shelters made of pallets and tarpaulins in CCAC\u2019 s courtyards, according to a\u00a0<a href=\"https:\/\/www.efsyn.gr\/ellada\/koinonia\/414187_samos-prosfyges-se-parapigmata\" target=\"_blank\" rel=\"noopener\">report<\/a>\u00a0by the organisation I Have Rights.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-9ecd12a e-flex e-con-boxed e-con e-parent\" data-id=\"9ecd12a\" data-element_type=\"container\" data-e-type=\"container\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-5a1f664 elementor-widget elementor-widget-heading\" data-id=\"5a1f664\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Without stable water supply<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-22e4c8e e-flex e-con-boxed e-con e-parent\" data-id=\"22e4c8e\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-d0cb391 elementor-widget elementor-widget-text-editor\" data-id=\"d0cb391\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>As Amir* points out, there are no toilets and showers in these places:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7f61ab2 elementor-widget__width-initial elementor-widget elementor-widget-text-editor\" data-id=\"7f61ab2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>\u201cWe use those belonging to other residents. Running water for use in the sanitary facilities is only available for one or two hours a day. The toilets are very dirty and women try to clean them during that one hour a day when there is running water.\u201d<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-882d741 elementor-widget elementor-widget-text-editor\" data-id=\"882d741\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Nasim*, another asylum seeker we spoke to who lives in a container with his family, tells us regarding the lack of running water:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-cacd030 elementor-widget__width-initial elementor-widget elementor-widget-text-editor\" data-id=\"cacd030\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>\u201cI haven&#8217;t had a bath for 4 days, and when there is water, it is very cold. Hot water is not always available. We wait for days to take a bath and clean up. We can&#8217;t do anything to save water. They tell me to go to the information office and file a complaint. They say they will fix it, but they don&#8217;t do anything.\u201d<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-abbc448 elementor-widget elementor-widget-text-editor\" data-id=\"abbc448\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>We recall that\u00a0<a href=\"https:\/\/sr-watersanitation.ohchr.org\/en\/rightstowater_5.html?fbclid=IwAR1KkBm8vPzZMrrUcbxZRkTc6jIOfiHXNpPkNFU2zVTfen6hPYvVGuCD6TY\" target=\"_blank\" rel=\"noopener\">according to OHCHR<\/a>, 20 litres per person per day is the minimum quantity required to realise minimum essential levels of the right to access to water and sanitation. To ensure the full realisation of the right, States should aim for at least 50 to 100 litres per person per day. None of these international standards are ensured in the closed \u201cstate-of-the-art\u201d CCAC of Samos. According to reports, due to the lack of a stable water supply, not even the sanitary facilities of the staff working in the CCAC can be properly cleaned, with the workers avoiding using the toilets as a result. The lack of a stable water supply in the structure has been known since before its construction, according to people working in the field. Besides, there is a\u00a0<a href=\"https:\/\/samosvoice.gr\/2023\/08\/12\/ston-eisangelea-gia-to-nero-kai-oi-katoikoi-tou-kokkariou\/\" target=\"_blank\" rel=\"noopener\">problem<\/a>\u00a0with the water supply in Samos in several other areas. In September, a\u00a0<a href=\"https:\/\/www.syriza.gr\/article\/id\/149890\/Boyleytes-SYRIZA-PS:-Epeigoysa-anagkh-gia-parochh-trechoymenoy-kai-posimoy-neroy-stoys-ergazomenoys-kai-toys-filoksenoymenoys-sthn-KED-Samoy.html\" target=\"_blank\" rel=\"noopener\">parliamentary question<\/a>\u00a0was submitted, raising the lack of running and drinking water in the CCAC but also that of\u00a0<a href=\"https:\/\/migration.gov.gr\/ked-samoy-kleisti-elegchomeni-domi-samoy\/\" target=\"_blank\" rel=\"noopener\">fire safety,<\/a>\u00a0as it was reported that the water tanks were empty, while the Municipality of Eastern Samos was unable to provide water for the operation of the structure (given that the existing borehole cannot meet the needs of the ever-increasing population of the CCAC).<\/p><p>According to information from employees in the structure, washing machines are not working, and at the end of January there was a break in the continuous supply of running water for almost seven days, with all that this implies for the sanitary conditions in a population where there are\u00a0<a href=\"https:\/\/www.thenewhumanitarian.org\/news-feature\/2023\/12\/04\/inexcusable-whats-behind-deteriorating-conditions-greek-island-asylum-camps\" target=\"_blank\" rel=\"noopener\">cases<\/a>\u00a0of scabies and other skin diseases due to overcrowding. At the same time, due to overcrowding, residents are forced to wait in queues for hours twice a day in order to receive breakfast and lunch along with the afternoon meal.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f426a9e elementor-widget__width-initial elementor-widget elementor-widget-text-editor\" data-id=\"f426a9e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>\u201cSometimes, when my turn comes, the food runs out, which means they give insufficient food to those who are there and it is of very poor quality. My daughters sometimes get sick because of poor nutrition, cold and inadequate clothing,\u201d says Nasim*.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-82f5200 elementor-widget elementor-widget-text-editor\" data-id=\"82f5200\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The refugees we spoke to stress that each person is given only 1.5 litres of drinking water per day, to cover all their needs.\u00a0<a href=\"https:\/\/www.in.gr\/2023\/09\/21\/greece\/prosfyges-ellada-exase-ekdikasi-asfalistikon-metron-gia-tin-domi-tis-samou\/\" target=\"_blank\" rel=\"noopener\">Publications<\/a>\u00a0report that 6 bottles of water a day were previously given to the residents, while they underline that according to testimonies, in autumn the police threw (!) the food [into the crowd] \u2018and whoever caught it up\u2019. According to refugee testimonies, tension often arises in the queues waiting for meals, resulting in violent police intervention.<\/p><p>Another important problem remains the lack of a doctor in the facility. MSF has a\u00a0<a href=\"https:\/\/youtu.be\/aVkzmkP0Tp4\" target=\"_blank\" rel=\"noopener\">mobile unit,<\/a>\u00a0which visits the structure three times a week. Only a military doctor\u00a0<a href=\"https:\/\/www.gcr.gr\/el\/news\/press-releases-announcements\/item\/2216-ypodoxi-aitoynton-asylo-stin-ellada-to-aitima-gia-anthropines-synthikes-paramenei\" target=\"_blank\" rel=\"noopener\">occasionally<\/a>\u00a0visits the structure while the local hospital is severely\u00a0<a href=\"https:\/\/samostoday.gr\/%ce%bf-%cf%83%cf%8d%ce%bb%ce%bb%ce%bf%ce%b3%ce%bf%cf%82-%ce%b5%cf%81%ce%b3%ce%b1%ce%b6%ce%bf%ce%bc%ce%ad%ce%bd%cf%89%ce%bd-%ce%b3%ce%b9%ce%b1-%cf%84%ce%b9%cf%82-%ce%b5%ce%bb%ce%bb%ce%b5%ce%af%cf%88\/\" target=\"_blank\" rel=\"noopener\">understaffed<\/a>. These delays are mainly observed in relation to procedures for refugees from Afghanistan and African countries, which is probably linked to the lack of adequate interpretation. As a result, many asylum seekers and applicants remain unregistered and&nbsp;<a href=\"https:\/\/reliefweb.int\/report\/greece\/unlawful-detention-and-worsening-conditions-over-4000-asylum-seekers-unlawfully-detained-samos-and-lesvos\" target=\"_blank\" rel=\"noopener\">live<\/a>&nbsp;in detention conditions as they do not have the necessary documents to move freely on the island. Those who stay in the communal areas also face a condition of constant surveillance, as they report that the surveillance cameras inside the restaurants operate 24\/7. As Joanna Begiazi from Human Rights Legal Project (HRLP) points out, there are unfortunately still instances of police violence within the structure. In particular, she cites an incident in which she and another colleague were present during a riot squad operation during a peaceful protest of residents in early January.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d51ab3a elementor-widget__width-initial elementor-widget elementor-widget-text-editor\" data-id=\"d51ab3a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>\u201cThere were a lot of people waiting near the gate to go to services including to the National Public Health Organisation. There was a spontaneous protest and people were chanting &#8216;asylum, asylum&#8217;. There were children, women and men. It didn&#8217;t seem like something violent or something that would escalate. Suddenly a riot squad appears and attacks. We were close by. We asked for the camera footage to be investigated and it will probably be given to us. They also arrested someone on charges of inciting disobedience and disturbing the peace. A little girl was crying and her parents were complaining that she had been beaten. These problems have been exacerbated by the\u00a0<a href=\"https:\/\/rsaegean.org\/en\/helios-new-interruption\/\" target=\"_blank\" rel=\"noopener\">recurrent interruptions<\/a>\u00a0of the HELIOS programme, which is the only programme in Greece for integration and housing.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1ba8288 elementor-widget__width-initial elementor-widget elementor-widget-text-editor\" data-id=\"1ba8288\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>\u201cPeople on fast track procedures receive their protection status but have to wait 2-3 months to receive passports.
